Anthony is also experienced in the field of water law. Anthony represents clients before the State Water Resources Control Board on matters concerning water rights and waste discharge requirements and before the Department of Water Resources on matters involving water transfers, conveyance and flood control issues. Anthony is dedicated to protecting individual water rights. On behalf of his farmer and landowner clients, Anthony has worked to prove historical water use and quantify the amount of annual water diversions. He also assists clients with the preparation and filing of multi-year water use reports required under California’s new water law reporting regulations. Anthony has represented clients in state and federal regulatory proceedings dealing with water use reporting, water quality, waste discharge reporting and water transfers. Anthony Van Ruiten also has experience representing and working with private water companies, mutual water companies and individual water diverters. He is very familiar with water diversions on the Sacramento River, the Feather River and in the Sacramento-San Joaquin Delta.

From Alfalfa to Rice to Wine and From Production to Processing

Attorney Anthony Van Ruiten is knowledgeable in the production of most of the major crops and commodities grown in California, including alfalfa, cattle, corn, cotton, nuts, rice, tree fruits, tomatoes, wheat and wine grapes. Anthony also understands and has experience in the processing of agricultural commodities in California from farmer cooperatives to wineries. He is familiar with and assists clients in the preparation and review of crop production contracts, equipment purchasing & leasing agreements, UCC liens, the Perishable Agricultural Commodities Act (PACA), processor commodity purchase agreements, and real estate purchase & financing agreements. Attorney Anthony Van Ruiten advises farmers, ranchers, landowners, bankers and others affiliated with agriculture on a wide range of topics including agricultural rental rates and crop leases (both cropshare and cash), custom farming arrangements, farm management issues, easements, and well sharing agreements.

United States Department of Agriculture and Federal Regulatory Agencies

Attorney Anthony Van Ruiten has successfully represented clients before most federal governmental regulatory agencies dealing with agriculture. Governmental agencies such as the United States Department of Agriculture (USDA) the Farm Service Agency, the Natural Resources Conservation Service, and the Bureau of Reclamation. He routinely assists farmers and ranchers with the development and preparation of documents required for participation in USDA’s Commodity Price Support Program, administered by the Farm Service Agency. Anthony also assists cotton and rice farmer clients participating in USDA’s Direct and Counter-Cyclical Program.
